There is no rule for tipping in Portugal and Portugal doesn't have a tipping culture. Some people tip, and some people tip sometimes, but it isn't that common. Wages are low in Portugal (and property prices are increasing) so a tip is always appreciated.
Do you tip hotel housekeeping daily?
While the AHLA recommends leaving tips daily, it's also acceptable to tip one lump sum in your room or at the front desk at the end of our stay. Just be sure to tell the concierge which room you were in so they can evenly distribute the gift.

Cash. Many people visiting Portugal from other countries are surprised by the fact that cash payments are still common. In fact, some restaurants and shops – especially older ones or those in less-developed areas – only accept cash.
