Monaco, hands down. Cannes has some nice features, but it's a huge conference and exhibition space in the end. On the contrary Monaco is actually interesting to walk around, the scenery is stunning, offers good restaurants to various budgets and has a nice beach. I could easily spend 2-3 days in Monaco any time.
