You can pack anything that's allowed on the plane in your personal item. Any item that's carry-on-compliant can be packed in either your carry on bag or your personal item bag. There are no requirements around what must be in which bag.

To avoid serious trouble with delays or lost luggage, we always pack a change of clothes each on both our personal items. By doing this, we know that if something happens we have everything under control (or most of it!) and that is such a relief, honestly!
